What are Hubert Humphrey Fellowships?

In honor of former US Vice President Hubert H. Humphrey, the Hubert Humphrey Fellowship Program was established in 1978.  The purpose of the Hubert H. Humphrey Fellowship Program is to assist professionals in the middle of their careers. 

For ten months of non-degree graduate training and professional development activities, USD 50,000 is given out under this program.  The Hubert Humphrey Fellowships are awarded by the U.S. Department of State’s Bureau of Educational and Cultural Affairs to worthy applicants who exhibit exceptional leadership abilities and a strong commitment to social justice.

Who can apply for Hubert Humphrey Fellowships?

  • Applicants who have worked for at least six months before August 2024
  • Candidates with two U.S. citizenships or permanent residency in the United States.
  • Before August 2024, the candidate had fewer than five years of work experience.
  • Other than teaching English as a foreign language and as a treatment expert, instructors have no managerial duties.
  • An applicant who has attended a U.S. college for at least one academic year and has seven years of experience before August 2024.
  • The candidate cannot have taken part in any of the most recent exchange programs offered by the State Department.

  • Applications that are submitted after the deadline or that are not full will not be taken into consideration.
  • Employees of the federal or state governments are required to provide a signed copy of their employer’s endorsement form through the cadre controlling body. The employer must indicate that leave for the fellowship will be provided in their notes on the company’s endorsement form for hired applicants.
